Phase II Environmental Assessment Process

KEI provides Phase II Environmental Site Assessments in accordance with ASTM Standard E1903-19. Our clients are lenders, real estate agencies, and individuals. We only recommend Phase II Environmental Site Assessments in cases where there is a potential for a Recognized Environmental Condition (as defined in the ASTM) to affect the subject site and the information cannot be obtained from other sources.

In most cases, a Phase II is required after a Phase I study has taken place that recommends further investigation, which usually comes in the form of soil and/or water sampling. In some cases, clients will request a Phase II regardless of the findings of the Phase I to ensure that their liabilities are covered.

Depending on the site and the conclusion of previous investigations, KEI will recommend some form of field sampling. If KEI did not perform the Phase I assessment, we will request the Phase I report be sent to us to speed up the process of performing the Phase II.

Research

We start by thoroughly reviewing the Phase I report and any previous investigations that have occurred on the property. We examine the local site geology as it pertains to the potential for contaminant migration and make a field investigation plan.

Field Investigation

KEI partners with drilling firms to sample soil for contaminants of concern according to the field investigation plan. KEI coordinates all field sampling with the property owner and client. Depending on the size of the site, this could take 1-2 days or longer. Bore holes are generally 2 inches in diameter and created by direct push drilling methods and will be patched the same day they are drilled. Soil samples are then submitted to certified laboratory partners for analysis.

Report

Our final Phase II Report is a comprehensive review detailing the findings of previous investigations of which we are aware and pairing that with results of the field investigation. The report includes a detailed analysis of laboratory results of the site. Expect to find tables listing all results in an easy to view format. Maps will also be created to show the extent of contamination, if any, for the site. Finally, the Phase II Report provides recommendations to the client regarding the findings of the report.

Phase I and II Experience

We have performed Phase I ESAs at office buildings, gas stations, dry cleaners, and residential structures. This work has taken us all over the Midwest but we typically work in and around the Kansas City metro area. We have conducted assessments in Lawrence, Eudora, Overland Park, Shawnee, Lenexa, and Topeka, Kansas. In Missouri, we work throughout the Kansas City metro area including Independence, Excelsior Springs, and Blue Springs.
